Horace Mann has a large student government consisting of executive, legislative, and judicial branches. The Student Body President is the central executive for the entire student body. The SBP for the 2000-2001 school year is Damien Wint (HM '01), who succeeds Eliah Seton (HM '00).

The Governing Council is the primary legislative branch of the government. The GC is made up of both student and faculty representatives. Bills passed by the Governing Council are either approved or vetoed by the Head of Upper School. The GC Chair for the 2000-2001 school year is Meredith Finn (HM '01). The secretary of the Governing Council for the 2000-2001 school year is Raj Hathiramani (HM '03).

The judicial branch of the student government is made up of the Judiciary Council, which is also composed of both students and faculty. If a student so desires, the Judiciary Council, whose meetings are kept confidential, can hear from students in disciplinary cases. Each grade in the Upper School elects its own grade government, consisting of a president or co-presidents, and a secretary-treasurer or co-secretary-treasurers. The Middle School Council replaces individual grade governments in the Middle School, and is not part of the Governing Council this year. The Assembly Committee is in charge of coordinating assemblies throughout the school year.
